Sanity Check: We have a shared calendar with events added to it - they “Created by user@domain.com” and that user may even be organizer. As long as it’s on the shared calendar though anyone with manage access can manage it right? There’s not a better way to remove the concept of owner being tied to a user?

anyone with access can manage the events, yes. the event creator designation decides where organizer notifications go.

on a secondary calendar, there is no organizer.

But anyone who creates an event on a secondary calendar becomes the owner of the Meet.

Hehe, it gets weirder. If I then let another Owner (of the secondary calendar) transfer ownership of the single event to a user that doesn't have access to the secondary calendar, strange stuff starts happening.

Original creator of the event (who was not invited to the event, as he created it) no longer has access to the event at all.
