I mentioned in a thread yesterday (https://better-it.slack.com/archives/CUTTXKNBB/p1584558019179800) that we consider peripherals to be mostly disposable (and we have a flat hardware budget for those items), but multiple infractions (needing three new laptop chargers in a year, repeatedly breaking equipment) would include a referral to HR and/or a user’s manager,

We’d just replace it. We err on the side of trusting our employees and ensuring they can be productive. If it ever became an issue I’d ask finance to apply the cost to that departments budget, and let their manager deal with it.
